1. What MeskelPay is (and isn't)
MeskelPay ("the Service") is a payment-orchestration tool operated by Dagm.dev. It helps merchants present their own bank and mobile-money accounts to customers, tag expected payments so they can be identified, and notify the merchant's systems once the merchant confirms a payment arrived.
MeskelPay is non-custodial: it never holds, transfers, processes, or refunds money. All payments move directly between a customer and a merchant through third-party providers (such as Telebirr, CBE, M-Pesa, or commercial banks) that are not affiliated with MeskelPay. MeskelPay is not a bank, payment processor, money transmitter, or licensed payment operator, and does not require such a license because it never takes possession of funds.
2. Accounts
You must provide accurate information when creating an account and keep your credentials confidential. You are responsible for all activity under your account, including businesses you create within it and API keys you issue. You must be legally able to enter contracts and to operate the business you register.
3. Merchant responsibilities
As a merchant using the Service, you agree that you are solely responsible for:
- the accuracy of the payout account details and QR codes you publish;
- confirming payments only after verifying money actually arrived;
- delivering the goods or services your customers pay for;
- handling refunds, disputes, and chargebacks directly with your customers;
- complying with Ethiopian tax, consumer-protection, and other applicable laws.
4. Prohibited use
You may not use the Service for anything unlawful, fraudulent, or deceptive — including selling prohibited goods, money laundering, misleading customers about what they are paying for, or confirming payments you did not receive. We may suspend or terminate accounts engaged in such activity.
5. Payment matching
To make transfers identifiable, the Service adds a small unique amount (at most 0.99 Birr) and a memo code to each expected payment. Customers are shown the exact total before paying. Matching is an aid, not a guarantee: the merchant's confirmation is the authoritative record of whether a payment was received.
6. Availability and changes
The Service is provided "as is" and "as available", without warranties of any kind. We may change, suspend, or discontinue any part of the Service at any time. We aim for high availability but do not guarantee uninterrupted operation.
7. Limitation of liability
To the maximum extent permitted by law, Dagm.dev and MeskelPay are not liable for lost profits, lost payments, disputes between merchants and customers, failures of third-party payment providers, or any indirect, incidental, or consequential damages arising from use of the Service. Our total liability for any claim is limited to the amount you paid us for the Service in the twelve months before the claim (currently zero for free accounts).
8. Termination
You can stop using the Service and delete your businesses at any time. We may suspend or terminate accounts that violate these terms. Transaction records may be retained as needed for integrity and legal compliance.
9. Changes to these terms
We may update these terms from time to time. Material changes will be reflected by the "last updated" date above; continued use of the Service after a change means you accept the new terms.
